The State Committee on Urban Planning and Architecture continues to implement the instructions by the President of the Republic of Azerbaijan to the Committee in the Decree No. 529 dated 19.02.2019 "On simplified use of certain apartment buildings". According to the decree, the State Committee on Urban Planning and Architecture should authorize the commissioning of seven-storey residential buildings (multi-storey residential complexes) located in Baku within 7 days, based on the conclusion of the Ministry of Emergency Situations.

Since the date of the Decree the State Committee on Urban Development and Architecture permitted commissioning of 134 multi-storey apartment buildings in Baku based on the conclusions of the Ministry of Emergency Situations. The 134 permissions issued by the Committee are related to 349 entrances and 23,183 apartments in total.

Although commissioning is issued within 7 days after receiving a conclusion on the completion of the buildings, the State Committee on Urban Planning and Architecture provides the issuance of relevant permissions as soon as possible - mainly within 3-5 days. Following the issuance of the commissioning permission, the State Committee on Urban Planning and Architecture input statistics in the State Registry of Buildings as well as notifies in writing the State Committee on Property, the Ministry of Emergency Situations, Azersu Open Joint Stock Company, Azerishig Open Joint Stock Company and Azerigas Production Association of SOCAR.

To date, 134 commissioning permissions issued by the State Committee on Urban Planning and Architecture form the basis for ensuring property rights of 23183 homeowners by the State Property Committee.

In addition, the list of multi-storey apartment buildings (multi-storey residential complexes) permitted for operation under the mentioned Decree of the President of the Republic of Azerbaijan No. 529 dated 19.02.2019 is published on the special section of the official website of the State Committee on Urban Planning and Architecture.
