The State Committee on Urban Planning and Architecture of the Republic of Azerbaijan announces an open tender for procurement of works on executing master plans of towns of Goranboy, Gadabay and Astara in accordance with the Law of the Republic of Azerbaijan "On Public Procurement" at the expense of the state budget:
Lot 1. “Goranboy city Master Plan”;
Lot 2. “Gadabay city Master Plan”;
Lot 3. “Astara city Master Plan”
Master plans should be prepared within 24 months based on the established schedule and submitted to the Cabinet of Ministers of the Republic of Azerbaijan for approval, taking into account the conclusion of the State Committee on Urban Planning and Architecture.

The paid participation fee is non-refundable under any circumstances. Payment document should indicate targeted funding.
The bidders shall have technical capacities, workforce and professionalism, managerial competence and experience to develop general planning documents, authority to conclude contracts, lack of outstanding tax and other mandatory payments at least for the last ten years. Experience in the development of at least one master plan or general plan is required.
Bidders should submit the following documents to the Committee by July 29, 2019 by 16:00 local time:
- Application for participation in the tender;
- Bank document confirming payment of the fee (original);
- Bidder’s full name, legal status, country of registration and details;
- Bank certificate on the financial condition of the bidder for the last year;
- Copy of the financial statement on the activities of the bidder for the last year approved by the tax authorities;
- References issued by the relevant tax authorities and the State Social Protection Fund on the absence of overdue taxes and other mandatory payments;
- Reference on lack of bankruptcy note, foreclosure, collateral for paying outstanding obligations, court decision to suspend business activity;
- The document from the Electronic Database of the Ministry of Labor and Social Protection of the Republic of Azerbaijan regarding the average staff size, employment contract and the average annual income of the entrepreneur;
- Copy of the relevant license for certain types of business activity or certain actions.
- Bidders shall submit the bid-offer and a bank guarantee in the amount of 1 (one) percent of the bid in the signed and sealed envelope to the State Committee for Architecture and Urban Planning located at 65 Fuzuli Street, Baku by August 6, 2019 at 18:00 local time.
The bidder should include in the bid price all taxes (including VAT) and duties applicable to the procurement contract.
The bid validity period shall be at least 30 banking days after the envelope is opened, and the bank's bid guarantee of 1% of the bid price shall be at least 30 banking days from the date of the bid validity.
Documents should be executed in the Azeri language in both original and one copy.
Bidders will be selected based on the Quality and Cost Selection (QCS) method set forth in the general tender conditions. During bids evaluation, the Procuring Entity will apply a 20 percent discount in favor of local bidders (goods, works and services) as compared to foreign bidders (for imported goods, works and services).
Tender envelopes submitted after the deadline will be returned unopened.
Bid Opening will take place on August 7, 2019, by 16:00 local time at the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan located at 65 Fizuli Street, 3rd floor, Baku.
Authorized representatives of the bidders may attend the opening of the envelope.
