In accordance with Article 1.1 of the Decree of the President of the Republic of Azerbaijan "On simplified commissioning of some apartment buildings" dated February 19, 2019, the Ministry of Emergency Situations of the Republic of Azerbaijan shall examine multi-storey apartment buildings (multi-storey residential complexes) including all floors, walls and roof, stability and safety of carcass of completed and operational multi-storey apartment buildings (multi-storey residential complexes), stability, compliance with fire safety norms, engineering-communication systems, elevators within 2 months until January 1, 2019 and if the results of the examination are positive, shall prepare conclusion on the readiness for commissioning and send the conclusion together with the electronic copy of the project reflecting actual technical specifications of the building and its elements as well as its coordinates to the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan or local authority, as relevant. In accordance with Article 1.2 of this Decree, the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan or the relevant local authority shall provide the permission on commissioning of the multi-storey apartment building (multi-storey residential complex) within 7 days based on the positive examination conclusion of that building (complex) and inform in writing the State Registry of Constructions and the Ministry of Emergency Situations of the Republic of Azerbaijan.
