In the absence of a detailed plan pursuant to paragraph 1.4 of the Regulations approved by the Decision of the Cabinet of Ministers of the Republic of Azerbaijan No 6 dated 12.01.2015, urban planning justification is the basis for construction permissions.

Law of the Republic of Azerbaijan on approval, effectiveness and related legal regulation of the Urban Planning and Construction Code of the Republic of Azerbaijan No.392-IVQ dated June 29, 2012 – until enforcement of the Code, land plots plans developed on the ground in the rural areas within land reform in accordance with the legislation shall be considered equal to detailed plans.
