The Decree of the President of the Republic of Azerbaijan No. 274 dated 26.08.2018 provides information on additional measures to regulate urban planning. According to Article 1.2 of the Decree, local authorities and municipalities shall allocate land plots for construction purposes (excluding land plots allocated for housing construction under notification procedure) while the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan shall conclude on compliance of the construction intent with the urban planning regulations of the area (compliance with the effective detailed plan, or in the event of its absence or expiration, with Article 11 of the Urban Development and Construction Code of the Republic of Azerbaijan, including detailed rules on zoning, type and scale of construction and residential areas).
