The State Committee on Urban Planning and Architecture launches competition program called "Renewed appearance of ancient Karabakh"

 

The Committee invites to participate in the competition on architectural planning solutions of Sarijanli, Horadiz, Boyuk Marjanli, Zar, Shalva villages and Khudafarin settlement in Karabakh.

Our brave Army under the leadership of the victorious Supreme Commander-in-Chief of the Armed Forces of the Republic of Azerbaijan Ilham Aliyev put an end to Armenia's 30-year occupation policy and having achieved a historic victory in the 44-day Patriotic War, our country has achieved security, justice, and restoration of its territorial integrity in the region. In order to solve socio-economic, humanitarian, organizational and other urgent issues in the liberated territories, as well as to coordinate activities in this area, the Coordination Headquarters, Interdepartmental Center and Working Groups on relevant areas were established by the Decree dated November 24, 2020, of the President of the Republic of Azerbaijan.

In accordance with the President's instructions, the Working Group on Urban Development issues established under the Coordination Headquarters successfully operates under the leadership of the State Committee on Urban Planning and Architecture for the reconstruction and restoration of liberated territories, preparation of master plans and other territorial planning documents of destroyed settlements, systematic and coordinated organization of urban planning processes. On July 1, at the next 15th meeting of the Working Group on Urban Development Issues, it was decided to hold an open competition on architectural planning solutions called "Renewed Appearance of Ancient Karabakh" for several villages and settlements in the region as a continuation of comprehensive planning for the revival of Karabakh.

Mr. Anar Guliyev, a Chairman of the State Committee on Urban Planning and Architecture opened the meeting of the working group representing the relevant government agencies, and noted that for the planned and systematic organization of the restoration of the liberated territories, the Committee continues to work rapidly and coherently on the development of the concept of urban planning and territorial planning documents of the Karabakh region, involving a number of local and reputable international companies. It was noted that the boundaries of cities, many villages and settlements have been clarified as part of the preparation of the General Plan of the region, and the development of relevant spatial planning documents has begun. At the same time, it is important to determine the future face and the architectural planning solutions based on the history of settlements that have been occupied for many years, especially in rural areas where a large part of the population lives.

Considering the above-mentioned, the State Committee on Urban Planning and Architecture launches a competition program on architectural planning solutions called "Renewed face of ancient Karabakh" organized jointly with the Union of Architects of Azerbaijan and "Baku Landscaping Service" LLC to revive Karabakh, preserving its antiquity, history and architectural traditions, and to ensure the unity of the national spirit with the infrastructure that meets modern requirements.

The projects submitted in the first stage of the competition program, which will cover a number of villages and settlements of Karabakh should reflect decisive points of future social, economic, technological development of settlements, connection to national architectural traditions and possible integration of modern solutions, development of high artistic and aesthetic appearance and quality of life, determination of ecological-spatial solution in the village of Sarijanli of Aghdam region, Horadiz of Fuzuli region, Zar of Kalbajar region, Shalva of Lachin region and Boyuk Marjanli of Jabrayil region, as well as in Khudafarin settlement of Jabrayil region.

Project authors can participate individually or in groups in the competition with a total prize fund of 60,000 manats. Although participants have the right to choose one or more of the above-mentioned villages, a separate project must be submitted for each selected area. Those wishing to participate in the competition must register by July 15, 2021, and projects must be submitted to the State Committee on Urban Planning and Architecture in full no later than 18:00 on July 31, 2021. There is no charge for participation in the competition.

According to the results to be announced on August 15, 2021, 3 people selected by the jury will be awarded. The winner of the 1st place will be awarded 5,000 manats and a diploma of the 1st degree, the winner of the 2nd place will be awarded 3,000 manats and a diploma of the 2nd degree, and the winner of the 3rd place will be awarded 2,000 manats and the diploma of the 3rd degree. Other participants will receive incentive prizes and certificates of participation. It should be noted that the winning projects will be considered if restoration work is carried out in the villages covered by the competition.

In order to carry out systematic and rapid reconstruction work in the liberated territories, as well as to ensure the close participation of architects, urbanists and designers in the urban planning processes in Karabakh, which is a source of pride for each of us. The State Committee on Urban Planning and Architecture plans to implement competition programs that will cover other villages.
