Presentation of Electronic Application System for issuing construction and occupancy permits made at the meeting of Public Council for the Promotion of E-Services

 

The Public Council for the Promotion of E-Services under the State Agency for Public Service and Social Innovations held a meeting at the Electronic Government Development Center. The meeting was dedicated to the presentation of the “Electronic Application System for Issuing Construction and Occupancy Permits” and the “Electronic Agriculture System.”

Rufat Mahmud, Head of the International Relations and Information Technologies Department of the State Committee on Urban Planning and Architecture, informed that the State Committee on Urban Planning and Architecture, in conjunction with the State Agency for Public Service and Social Innovations, have created the online application system for issuing construction and occupancy permits in accordance with the relevant Decree of the President of the Republic of Azerbaijan dated 28 December 2018.

By using the Single Window-based E-Application System, a customer of the construction projects not requiring expert assessment can obtain a permit for the construction and occupancy in the city of Baku, based on the Urban Planning and Construction Code of the Republic of Azerbaijan. Thus, a customer can apply to the foregoing electronic system and download the required electronic documents to receive the construction permit within a period of 15 business days as well as the occupancy permit within a period of 10 business days.

Nail Ismayilov, Director of the E-Agriculture Information Department of the Ministry of Agriculture, presented on the E-Agriculture Information System and provided information about its features.

He informed the meeting participants on the major objectives of the system created with the support of the State Agency for Public Service and Social Innovations, including simplification and optimization of agrarian business processes, ensuring proximity to farmers, providing them with support in solving problems, reduction of time losses, elimination of bureaucratic obstacles, ensuring transparency, application of the e-system by farmers in the agrarian sector to access necessary services, sending e-applications and benefiting from services without going anywhere or incurring extra expenses.

The Public Council meeting included discussions and exchange of views with regard to the E-Systems as well as suggestions targeting their improvement.
