Traces of separatism are being completely erased: The administrative building of the Karabakh Regional General Directorate for Architecture and Urban Planning will become a symbol of Karabakh's new revival

As a result of the 44-day Patriotic War and the local counter-terrorism measures of 2023, the Republic of Azerbaijan fully restored its state sovereignty and territorial integrity, thereby establishing new geopolitical realities in the region. This historic victory marked a decisive step toward ensuring lasting peace and sustainable development.

 

For the past five years, under the leadership of the Victorious Commander-in-Chief, President Ilham Aliyev, the State Program on the “Great Return” has been driving a comprehensive and systematic process of restoration and reconstruction in the liberated territories. Covering the Karabakh and East Zangezur economic regions, the program is not limited to rebuilding destroyed infrastructure but also encompasses the revival of national identity, historical memory, and statehood. Modern urban planning principles guide the implementation of integrated projects across cities, towns, and villages, including the construction of residential neighborhoods, schools, hospitals, cultural facilities, roads, as well as energy and water supply systems. At the same time, cultural heritage sites are being restored, and historic monuments are brought back to life.

 

In September 2025, another landmark and symbolic initiative will be launched in Khankendi. The demolition has begun of the administrative building once occupied by the so-called “Ministry of Foreign Affairs” of the former illegal separatist regime. On its site, a modern administrative headquarters will be constructed for the Karabakh Regional Main Department of Architecture and Urban Planning under the State Committee on Urban Planning and Architecture. The demolition commenced on September 2 — a date that had once been associated with the now-defunct and forgotten “republic.” This timing was intentional, underscoring Azerbaijan’s determination to erase all remnants of separatism and to reaffirm the dawn of a new era of construction and development firmly grounded in the country’s territorial integrity.

 

The new building, to be erected in the very center of Khankendi, has been designed in line with Karabakh’s strategic development priorities. It will serve as the main headquarters of the Department, which for the past four years has played a key role in directing urban planning and construction efforts across Karabakh and East Zangezur. The Department is tasked with overseeing the implementation of complex urban development and infrastructure projects, advancing contemporary architectural and urban concepts, coordinating the activities of public and private institutions in the sector, safeguarding cultural and historical heritage, and creating comfortable, functional urban environments. From this hub, all core planning and oversight functions will be carried out to ensure sustainable development, modern infrastructure, environmental balance, and safe living conditions for the population. A site once associated with destruction and unlawful separatism will now be transformed into a symbol of revival and progress, accommodating professionals directly engaged in the restoration of Karabakh and East Zangezur.

 

The new three-story building, with a total area of approximately 2,000 m², will be constructed in a modern architectural style using sustainable materials. Its commissioning is planned for early 2027.

 

Designed to provide optimal working conditions, the facility will include spacious, well-equipped offices, areas for citizen services, and modern meeting spaces.

 

As part of the “Great Return” program, implemented in the context of Azerbaijan’s restored sovereignty and territorial integrity, this new building will contribute to strengthening governance in Karabakh. It will stand as a lasting symbol of the Azerbaijani people’s unshakable resolve and the power of the state, taking its rightful place in history.
