A Great Opportunity for Construction Companies Wishing to Continue Works in a Special Quarantine Regime
The State Committee for Urban Planning and Architecture has applied to construction companies under the motto "Stay home while working!" calling them for taking advantage of the Single Window electronic system.
The construction industry, which is of particular importance for the socio-economic development of Azerbaijan serves to further improve the appearance of our cities and other settlements as a result of large-scale urban development processes, huge construction, restoration, and landscaping work, implementation of modern infrastructure projects ongoing throughout our country in recent years. Due to the radical reforms performed in this area under the leadership of the President of the Republic of Azerbaijan Mr. Ilham Aliyev, the living conditions of the population are improving and entrepreneurship is developing.
The state policy primarily aimed at the social welfare of Azerbaijani citizens serves to increase the efficiency of management and work performed in various fields, ensure transparency and consequently, comprehensive development and improving the life quality in our country.
The electronic Single Window application system implemented by the State Committee for Urban Planning and Architecture on the instruction of the head of the country has greatly simplified obtaining permits for the construction and operation of construction facilities due to transparency and ease of use, and eliminated time loss for businessmen by minimizing communication between officials and entrepreneurs.
In connection with the special quarantine regime announced by the Operational Headquarters under the Cabinet of Ministers of the Republic of Azerbaijan to prevent the spread of coronavirus (COVID-19) infection in the country, the State Committee for Urban Planning and Architecture has appealed to entrepreneurs engaged in construction calling them for maximum using the electronic Single Window application system on the site www.birpencere.arxkom.gov.az.
Due to this opportunity provided by the Committee, each entrepreneur intending to build can obtain permits for the construction and operation of construction and storage facilities of various parameters that do not require the expertise provided for in Article 89 of the Urban Planning and Construction Code without leaving his/her location within 15 and 10 working days, respectively, by submitting an electronic application via the Internet in the Single Window system. Both types of permits for such construction facilities are free of charge and do not require any payment from the client.
Also, a permit for the operation of construction facilities requiring expert examination can be obtained in the system. Any user may find out the cost of the inspection service to obtain a permit for the operation of a construction facility in the ‘Calculator’ section without entering the personal account. To do this, a zone is selected on the map posted in the system, the object’s area specified, the coefficient determined, and the sum calculated. The construction applicant fills in an application form by downloading the documents required, and such application for operation permit is considered within 20 days
Herewith, the Single Window system allows parties to sign an agreement for servicing in electronic form and the clients to make payment online. Upon completion of the procedure, an electronic permit is issued.
The State Committee for Urban Planning and Architecture calls everyone for complying with all the requirements of the special quarantine regime announced by the Operational Headquarters under the Cabinet of Ministers, not leaving the place of residence (stay) without special needs, and maintaining social distance.
