The State Committee on Urban Planning and Architecture of the Republic of Azerbaijan announces an open tender for procurement of works on “Unified Information Software System for Urban Planning and Construction Activities” based on the provisions of the Law of the Republic of Azerbaijan “On Public Procurement” at the expense of the state budget:
Lot 1. “Creation of a unified electronic information system of urban planning and construction activities”;
Lot 2. “Creation of internal information systems for urban planning and construction activities”
The required works for both lots should be prepared within 6 months on the established schedule and submitted to the State Committee on Urban Planning and Architecture.

The participation fee is non-refundable under any circumstances.
The bidder shall have technical and financial capabilities, workforce and professionalism, managerial competence to perform the procurement contract and signatory authority for the contract, shall not have overdue tax and other outstanding obligations, bankruptcy note, foreclosed property, collateral for paying outstanding obligations, court decision to suspend business activity.
For Lot 1: Five years of experience in relevant field, experience in designing and implementing cadastral information systems in the country and developing corporate geographical information systems over the web and at least five years of similar work experience are an advantage.
For Lot 2: Minimum 2 years of experience in relevant field, experience in financial reporting and procurement, human resources management, application of electronic archives and electronic document management modules, and at least one similar work experience in the last two years are an advantage.
Bidders should submit the following documents to the Committee through PORTAL and on paper format not later than 18:00 local time on September 23, 2019:
1. Application for participation in the tender;
2. Bank document confirming payment of participation fee (original);
3. Full name of the bidder, legal status, country of registration and bank details;
4. Bank certificate regarding the financial situation of the bidder for the last year;
5. Copy of financial statements of the bidder for the last year approved by tax authorities;
6. Certificate from the relevant regional tax office that the bidder has no overdue taxes and other mandatory payments;
7. Lack of notice of bankruptcy, foreclosure, collateral for paying outstanding obligations, court decision on suspended business activity.
The bidder will provide the following untill Monday, October 03, 2019, 18:00 local time:
1. Tender proposal with technical specifications and financial conditions (validity period should be at least 30 banking days after the envelope is opened);
2. Bank guarantee in the amount of 1% of the bid price (validity period should be at least 30 bank days longer than the bid validity period) shall be provided through PORTAL, as well as its signed original and copy in sealed double envelope, to the State Committee on Urban Planning and Architecture on the address Baku, Fuzuli Str., 65
The Bidder shall take into account in the bid all taxes and other duties (including VAT) applicable to the procurement contract.
Bidders will be selected based on the Quality and Cost Selection (QCS) method set forth in the general tender conditions. During evaluating bids, the Procuring Entity will apply a 20 per cent discount in favor of the domestic goods (works and services) vs. same imported goods (works and services).
Envelopes opening will take place on October 4, 2019 at 16:00 local time at 65 Fuzuli Street, Baku, at the Committee's meeting room through PORTAL.
