According to Article 84 of the Urban Planning and Construction Code, the local authorities are responsible within the scope of construction permission for provision of the technical specifications and the related project documentation for engineering and communication support of the construction site through construction authorization institution in accordance with the requirements of the urban planning and construction regulations. Procedure for issuance of technical specifications and related project documents through the construction authorization institution shall be determined by the Cabinet of Ministers. The technical specifications shall include the following:

• Requirements for engineering and communication support of construction facilities;
• Sources of engineering and communication support of construction facilities;
• Requirements for access points to the relevant engineering and communication systems;
• Justification for the expansion of the existing engineering and communication system;
• The construction authorization institution submits a request to the suppliers for technical specifications. Documents on the site plan, engineering and communication requirements for the operation of the facility shall be attached to the request;
• Supply companies should respond to the request for technical specifications within 10 days. No additional technical obligations regarding engineering and communications may be imposed on the client during this period.
