The new module of the ""One-stop-shop" electronic system was presented to media representatives.


The State Committee for Urban Planning and Architecture held an online press tour for media representatives to get acquainted with the new features added to the ""One-stop-shop" electronic application system.
It was noted at the presentation that through the ""One-stop-shop" electronic system, which was launched in February 2019, it is possible to obtain permits for the construction and operation of construction projects in Baku that do not require expertise in the first stage, and from November of that year. Starting from 2020, the functionality has been expanded and the module of construction permits for construction projects that already require expertise have been put into operation in both Baku and the regions. Thus, the ""One-stop-shop" electronic system has managed to create a favorable business environment, prevent the loss of additional time, as well as increase the satisfaction of citizens using public services by combining a faster and more transparent implementation mechanism. The functionality of the "One-stop-shop" electronic system, which has been met with great sympathy by users since day one, has been further expanded in 2021, and a new "notification proceedings" module has been created within the system.
In accordance with Article 80 of the Town Planning and Construction Code of the Republic of Azerbaijan, a notification proceedings is carried out on the construction of individual houses with no more than 3 floors, 12 meters high and 6 meters long bays, and only preparation of architectural-planning section of the construction project is required. Thanks to the new feature, those who want to build individual houses in Baku can now apply online through this electronic portal. Thanks to the newly created module, the citizens can send their applications electronically to the relevant authorities after connecting to the system by entering the FIN code of ID cards. In this case, it is required to upload the documents required by the relevant legislation. The notification proceedings module was implemented as a pilot project in Baku. The appeals are considered within 10 days in accordance with Article 80 of the Town Planning and Construction Code, and if the relevant local executive authority does not submit a complaint to the customer within 10 days, the relevant notice is sent to the citizen's personal account. To ensure the validity of the notification, it will have "QR codes" along with the relevant date and number. Through this QR code, both the citizen and the controlling body can get acquainted with the information about the project in the search system of the ""One-stop-shop" electronic portal and look through the documents submitted on the application. After completing the construction, the citizen can send the relevant information to the local executive power through the system. During the press tour, media representatives were shown the working mechanism of the new module, the questions about the electronic system were answered and the proposals were listened to and recorded.
