Presentation of Electronic Application System for issuing construction and occupancy permits

On 25 January 2019, the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan made a presentation on the Electronic Application System issuing permits for building and occupancy of construction projects in the city of Baku. The E-Application System was jointly developed by the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan and the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan in accordance with the Decree of the President of the Republic of Azerbaijan of 28 December 2018 “On simplifying the construction permit and occupancy permit procedures for selected construction projects.”

By using the Single Window-based E-Application System, customers of construction projects not requiring expert assessment can obtain a permit for the construction and occupancy in the city of Baku, based on the Urban Planning and Construction Code of the Republic of Azerbaijan. Thus, a customer can apply to the foregoing electronic system and download the required electronic documents to receive the construction permit within a period of 15 business days as well as the occupancy permit within a period of 10 business days.

The Committee currently continues to implement the necessary activities aimed at making the appropriate improvements to ensure the full implementation of the foregoing Presidential Decree. In this connection, the creation of the single national E-Application System for issuing construction and occupancy permits has been envisaged.

Currently, the E-Application System operates in test mode; and its commissioning is expected to take place in February 2019.
