The State Committee for Urban Planning and Architecture held an educational seminar for officials responsible for issuing the permits on construction in local executive bodies. The purpose of the workshop was to demonstrate the functionality of the e-portal, provide information on the latest system updates, and answer questions from participants.

The meeting was attended by about 30 architects from Ganja-Gazakh, Sheki-Zagatala and Lankaran economic regions and employees of local executive bodies. They have been informed that the work on the electronic portal, which has been launched since February of this year, is planned for several stages. Initially, the electronic system was implemented in Baku. As a result, it has been possible to obtain a construction permit for 15 days and a 10-day operating permit for projects of various construction facilities and warehouses that do not require expertise under Article 89 of the Code of Urban planning and construction of the Republic of Azerbaijan. 

It was noted during the workshop that the second phase has begun to expand the country-wide application of the electronic portal working on the "One window" principle. For this purpose, the pilot project was successfully tested and put into operation in Lankaran economic district. In the near future, the system will be able to obtain permits for the construction and operation of construction facilities that are not required for expertise across the country. It was emphasized that the e-portal will minimize officer-entrepreneur communication and facilitate the process of obtaining permits in the regions as soon as possible. Work will be continued to obtain permits for the construction and operation of construction facilities that require expertise through this system at a later stage.

The participants of the workshop then became acquainted with the mechanism of electronic system operation. Also, the Committee's executives answered questions about the implementation of electronic systems and documents.

Let`s note that the electronic portal operating on the principle of "One window", in accordance with the Decree of the Head of State dated December 28, 2018 "On measures to simplify the procedure of issuing permits for the construction of some construction objects and their operation" was developed jointly by the State Agency for Citizen Service and Social Innovation under the President of the Republic of Kazakhstan. The purpose of the electronic portal is to create favorable conditions for the development of entrepreneurship as a part of the socio-economic reforms implemented by the President of the Republic of Azerbaijan. At present, the transparent and healthy working environment in the construction sector in our country is appreciated by international organizations by the State Committee for Urban Planning and Architecture. Azerbaijan rose to 61st place in the World Bank's “Doing Business” 2019 report, ranking 100th on the "Issuing permissions on construction" Index this year.
