State Committee for Urban Planning and Architecture facilitates the process of obtaining permits for construction and operation of facilities. Works are proceeded to expand the scope of the "One window" electronic system aimed at minimizing the officer-entrepreneur relation, preventing additional time loss, ensuring transparency and ease of use. In this regard, new services are being included in the electronic portal by State Committee for Urban Planning and Architecture.

It is possible to obtain the permit for building the construction facilities and storage houses with different parameters not required to carry out expert examination envisaged in the Article 89 of Urban Planning and Construction Code through the system within 15 working days, and the permit for its operation within 10 working days  Both permits considered for these types of construction facilities are free of charge and the client does not require any payment.

Although the system commissioned in February of the recent year started operation only in Baku at the first stage, nowadays the scope of the portal in the country is being enlarged. Over the past months, the system has been successfully checked over in the test mode in Lankaran economic region (Astara, Lerik, Masalli, Yardimli, Jalilabad) and put into use as a pilot project. At the next stage, their total number has been reached to 56 after other districts being gradually integrated into the portal.

Taking into consideration the expansion of the application of the "One window" system in the country by the State Committee for Urban Planning and Architecture, educational events were held for the chief architects and other relevant employees of the bodies of local executive power integrated into the system. During the training sessions, 56 regional architects from Lankaran, Ganja-Gazakh, Sheki-Zagatala, Mountainous Shirvan, Guba-Khachmaz, Absheron, Aran and Nagorno Karabakh regions were given the profound information about the system, the operating mechanism of the portal was demonstrated exclusively, the existing problems were analyzed and the questions raised were responded by the committee authorities. 

In addition, since December, the issues on granting permits for the operation of construction facilities requiring to carry out expert examination through the portal have been started.

As a result of the advancement of the portal, any user can learn about the service fee for inspecting concerning granting a permit for operation of the construction facilities from the "calculator" section without entering the personal cabinet in the system. For this reason, a selection is made on zones specified in the map in system and space of facility is marked and the amount is deducted by determining coefficient.  After downloading documents the construction clients fill the application and inspect within 20 days. The system also allows signing the contract between the parties to provide service in electronic form. After the completion of the whole procedure, the permit is granted in electronic form in the same order

At present, this service is used only in Baku. Next year, all regions of the country are considered to be connected to the system to make use of this service.

It should be noticed that a 0.5 discount rate (50% discount) is applied to the amount of service fee charged for construction facilities designed as educational, medical, cultural institutions and social services.

The committee continues its activities to improve the system. In 2020, it will be possible to obtain permits for constructing all types of facilities through the "One window" portal. In this direction, the operation with relevant local executive powers has been organized for a long period and the necessary preparatory measures are being taken.

”One window" electronic application system was developed jointly by the State Committee for Urban Planning and Architecture and the State Agency for Public Service and Social Innovations under the President upon the Decree No. 460 of the President of the Republic of Azerbaijan dated December 28, 2018 "On measures relating to facilitation of granting permit for building the construction facilities and permit for the operation of construction facility  Azerbaijan ranked 59th in the World Bank's "Doing Business" report on the indicator "obtaining the permit for construction by progressing 102 steps within 2 years.
