New opportunities of the electronic Single Window application system easing the procedures of obtaining permits for construction and operation implemented by the State Committee for Urban Planning and Architecture, as well as questions of entrepreneurs and proposals discussed during the webinar. The webinar organised jointly by the Committee, Centre for Analysis of Economic Reforms and Communication and The Small and Medium Business (SMB) Development Agency of the Republic of Azerbaijan brought together representatives of the companies specialised in construction industry and private entrepreneurs. 

Representatives of different government entities exchanged their views on the opportunities created as a result of systematic reforms carried out in the fields of obtaining permits for construction and operation. Participants were briefed about the updated functions of the Single Window system and upcoming plans of improvements to cover more services in the near future. 

Was mentioned that the electronic Single Window application system implemented by the State Committee for Urban Planning and Architecture in accordance with the Decree of the President of the Republic of Azerbaijan dated 28.12.2018, has significantly simplified obtaining permits for the construction and operation of construction facilities due to transparency and ease of use, and eliminated time loss for businessmen by minimizing communications between officials and entrepreneurs. Entrepreneur intending to build can obtain permits for the construction and operation of construction and storage facilities of various parameters that do not require the expertise provided for in Article 89 of the Urban Planning and Construction Code, also permit for the operation of construction facilities requiring expert examination can be obtained in the Single Window system. Both types of permits for construction facilities that do not require the expertise are free of charge.

Every functional part of the Single Window system, as well as all stages of test applications, starting from uploading construction projects to the system to receiving electronic opinions from relative government entities and obtaining electronic permits were demonstrated to the webinar participants. 

State Committee for Urban Planning and Architecture is working on improving the system to add more services. It will be possible to obtain permits for construction of all kind of facilities via the Single Window system by the end of the year. 

Proposals of entrepreneurs on obtaining permits for construction and operation were taken into account, also the optimization capabilities of the system were discussed.
